Record when availability was confirmed, the period it covers and whether it needs reconfirmation. No response must remain distinct from unavailable.
Roster reuse and cover cost
Track assignments filled from the existing roster, whether they started when needed and the full cost of cover. Do not assume an internal or known expert is the cheapest option.
